i know somebody has been accused of vandalising a vehicle this person has been arrested but we also no the car owner has claimed off there car insurance about thirty miles away! (on there own property)as there insurance wouldnt cover them from the scene where the car was supposedly vandalised is this insurance fraud?

Most states have an insurance commission that you can make such reports to. If you know which insurance company is involved, you can report it directly to them, and they may take action.

If false statements were made to get money from insurace, then yes it is insurance fraud.
My friend tried to report insurance fraud (health insurance) to his company. You would think his report was welcomed. But instead he was given the run-around. He gave up.
So just expect some resistance.
