Generally driving without insurance will earn you anything from fines to community service to suspention of license. It depends on the state you live in, prior offenses and those types of things. As far as hitting the car going too slow - any time you rearend someone you could be held accountable as you did not maintain safe distance between the cars. You are the following driver have the responsibility of maintaining a safe distance from the car infront of you - even if they are going slow. Granted, i'm not saying the other driver shouldn't get in trouble -she was creating a hazardous driving condition as well.
